Child Care Assistance Program

CCAP on each child's account, next to the attendance that backs it.

Minnesota's Child Care Assistance Program pays part of a family's bill and asks the provider for daily attendance records to match. HubiCare keeps the authorization, the agency's payments and the family's co-pay on the child's account, and the door tablet keeps the attendance.

An invoice as a family sees it: the plan, discounts and subsidy, what is due, autopay. Invented numbers.

What you get

What HubiCare tracks for CCAP

  • Authorizations per child

The case, the authorized hours and the co-pay on the child's billing account, so the office sees what the agency covers and what the family owes.

  • Agency payments and co-pays

Payments from the county or agency are recorded against the child; the family's invoice shows the subsidy line and the balance due.

  • The attendance behind the bill

Daily sign-in and sign-out times with the adult's name, kept for every child, printable and exportable for a county, Tribe or DCYF review.

  • Dates on the calendar

At Minnesota child care sites the compliance calendar shows the CCAP billing-period deadlines next to training and licensing dates.

How it works

A billing period with CCAP

  1. Attendance is recorded daily

Families sign at the door; the record shows the time and who signed, which is what CCAP attendance records must show.

  2. Invoices apply the subsidy

The family's invoice applies the fee plan, the sibling discount and the subsidy, and shows the co-pay that is due.

  3. You bill the agency

HubiCare tracks authorizations and payments; it does not calculate CCAP amounts or file your billing form. The DCYF attendance file is built on the same screen family.

Questions

Questions about CCAP in HubiCare

Does HubiCare calculate what CCAP will pay?
Not today. It tracks the authorization, the agency's payments and the co-pay per child. Calculating CCAP amounts is planned for a later phase.
Can a family pay its co-pay online?
Yes. Families pay by card or bank through Stripe, or turn on autopay; card data never touches HubiCare.
Does CCAP tracking show at every site?
The CCAP deadlines and the DCYF file show only at sites licensed as Minnesota child care. Billing and subsidies work at every site.
